A brief look at the status of various projects under construction in and around Jacksonville's Edge City, the Southside, during November 2015.
What is an Edge City?

The term, Edge City, was popularized in the 1991 book Edge City: Life on the New Frontier by Joel Garreau, who established its current meaning while working as a reporter for the Washington Post. Garreau argues that the edge city has become the standard form of urban growth worldwide, representing a 20th-century urban form unlike that of the 19th-century central downtown.

Edge Cities typically consist of mid-rise office towers surrounded by massive surface parking lots and manicured lawns. Instead of a traditional street grid, their infrastructure networks consist of winding parkways (often lacking sidewalks) that feed into arterial roads and freeway ramps. They develop at or near freeway intersections and airports and they rarely include heavy industry.  They are large geographically because they are built at automobile scale.

Edge Cities are impossible without the automobile. In Jacksonville, the Southside, specifically the JTB corridor, has developed into our first true Edge City. Because the Southside is our only emerging Edge City in the midst of a development boom, we have decided to expand our monthly construction updates to include this area of Jacksonville.

November 2015 Construction Update





1. Baptist Health/Wolfson Children's Hospital Emergency Center

Site preparation is underway on the new Baptist Health/Wolfson Children's Hospital Emergency Center near the St. Johns Town Center. The Baptist/Wolfson Children’s Emergency Center at the Town Center will house two emergency centers under one roof, staffed 24/7 by board-certified emergency medicine physicians. While sharing a common entrance, the Emergency Center is specially designed to meet the needs of two very different patient populations. One side of the Baptist/Wolfson Children’s Emergency Center will have a dedicated waiting area and eight adult emergency beds. The other side of the building will be completely dedicated to meet the unique needs of Wolfson Children’s patients and their families, with a separate waiting area and eight children’s emergency beds. Located near the intersection of I-295 and Town Center Parkway, the 17,030 square foot structure is expected to open in the summer of 2016.

2. Brooks University Crossing

Construction continues on Brooks University Crossing, a 111-bed skilled nursing and rehabilitation center near Brooks Rehabilitation Hospital at Beach and University boulevards. The $13.6 million construction project comprises a three-story, 81,267-square-foot structure on 8.34 acres at 6210 Beach Blvd. The construction timeline is expected to take 12 months.

3. Vistakon Inc.

Jacksonville-based Vistakon recently completed a $4.6 million solvent tank farm at it's disposable contact lenses manufacturing complex in Deerwood Park. Vistakon is now investing $300 million to expand the manufacturing complex over the next seven years. The expansion project is expected to create 100 high-wage jobs and add 35,000 square feet to the manufacturing complex. The new manufacturing space will include five new production lines, the tank farm, a 3D printing center and a site for medical device laboratory test method development.

4. Old Still

AV Homes, an Arizona-based development firm, is building a 120 home single-family community called "Old Still."  The 80-acre development is being built as an urban enclave featuring an urban park and homes lining the street in a pedestrian-scale setting. The project is located just east of I-295 Beltway, along East Baymeadows Road.

5. Lake Lofts at Deerwood

Construction is nearing completion on Lake Lofts at Deerwood. The project will add 130 apartment units on an infill site adjacent to Deerwood Lake. Developed by Inland Diversified Real Estate Services, LLC. of Oak Brook, IL, the four story development includes a five-story parking garage.

6. Bulter Point Retail Development



STO Partners is in the process of clearing a 2-acre tract of land for a 9,000 square foot retail building at on Bonneval Road in the Galleria Point development. Plans indicate the retail building possibly having three restaurants and 107 parking spaces.

7. Fresh Jax

A 2013 One Spark favorite, Fresh Jax is in the process of opening a brick and mortar location at 11526 Lake Mead Avenue. Located near the I-295/Gate Parkway interchange, Fresh Jax will be a space where healthy handcrafted food and heart-centered yoga come together.

8. Galleria Club Apartments

Construction continues on Fort Family Investment's Galleria Club Apartments development at Baymeadows Road East and R.G. Skinner Boulevard. When complete, the Galleria Club developmnt will add 254 three-story, garden-style rental units to an area where several large multi-family developments have been built over the last couple of years.

9. Sola Apartments

Flournoy Construction is developing a 330-unit apartment complex at 8074 Gate Parkway North. Called Sola, the $22 million project is expected to be completed next year, just east of Belfort Road.

10.  Loree Apartments

Construction continues on a 300 unit apartment development on 15 acres along A.C. Skinner Parkway.  Eventually, the $80 million development will cover 30 acres and include up to 600 units. The project is being developed by Eckstein Investments LLC. and will include bike paths and walking trails integrated with 100-year-old oak hammocks.

11. Interstate 95 at J. Turner Butler Boulevard interchange Improvements

The Florida Department of Transportation has awarded a contract for the design and construction of the operational improvements to the existing interchange at I-95 and SR 202 (J.T Butler Blvd.). Construction began in November 2014 and is anticipated to be completed in Summer 2017. The following roadway improvements will be constructed as part of the project:

A. Widening, reconstruction, and/or milling and resurfacing of SR 202 between US 1 (Philips Highway) to approximately 2,800’ east of Belfort Road.

B. Widening or full reconstruction of I-95 within the limits of the interchange.

C. Widening and/or reconstruction of the I-95 and SR 202 on / off ramps, which includes the reconstruction of the I-95 northbound off ramp to accommodate a westbound SR 202 turning movement.

D. Construction of a new two-lane, 1400’ long, flyover bridge to accommodate I-95 southbound to SR 202 eastbound traffic.

E. Reconstruction of the I-95 over SR202 mainline bridges.

F. Construction of a new roadway configuration and new bridge to eliminate the existing weave interactions along SR 202 westbound at the I-95 northbound ramp.

G. Permanently close the access to Salisbury Road North from SR 202 westbound.

H. Reconstruction of the SR 202/Salisbury Road South intersection to provide right-in, right-out movements.

I.Widening, full reconstruction, and/or milling and resurfacing of Salisbury Road South within the specified limits.

J. Construction of noise walls along SR 202 westbound, I-95 northbound and I-95 southbound.

K. Construction of new signalization along SR 202 at US 1 (Philips Highway), Bonneval Road, and the I-95 northbound and southbound off ramps.

12. 7768 and 7776 Ozark Drive

An office building is being constructed at 7768 and 7776 Ozark Drive. This development is located at the SE corner of the I-295 East Beltway/Gate Parkway interchange.

13. The Church of Eleven22

The Church of Eleven22 is in the process of converting the former Sneakers Sports Grille near I-295 East Beltway into a second church campus. According to the Jax Daily Record, building plans show the church wants to renovate the 19,105-square-foot building into a worship center that can accommodate 769 occupants as well as eight classrooms, a nursery, a community room and other areas. A mezzanine will provide additional office space. The 17,490 square feet on the ground level will include the 5,380-square-foot worship seating area and 680-square-foot platform.

14. Touchton Urgent Care and Cath Lab

9726 Touchton Road is in the process of being converted into a 3,400-square foot urgent care facility and a 5,267-square foot Cath Lab.











15. Great Harvest Bread Company

Great Harvest Bread Company bakery will open a new restaurant at 11526 Lake Mead Avenue this fall. Located just off of Baymeadows and Gate Parkway near I-295, Great Harvest will offer local residents a lunch location with freshly made sandwiches and a hot spot for daily baked breads and goods.
