Mayor-elect Curry Announces Key Hiring Decisions
As he continues to build his team, Mayor-elect Lenny Curry announced today he has made the following appointments to his team as he prepares to take the oath of office on July 1.
“As I promised the taxpayers of Jacksonville, it is my intent to bring to government the best and brightest to serve with honor and integrity, and the team that we are assembling represents both great talent and a strong commitment to making our city great,” said Curry.
Director of Finance Department: Mike Weinstein
Mike Weinstein was most recently the CEO for Volunteers in Medicine Jacksonville, and he served District 19 in the Florida House of Representatives from 2008-2012. He was a prosecutor and the executive director for the State Attorney's Office in Jacksonville. With more than 30 years of financial and management experience, Weinstein has devoted much of his leadership and expertise to the public sector.
Weinstein served as Jacksonville’s chief financial officer in both the Austin and Delaney administrations. Weinstein also spent 19 years in law management as the executive director of the State Attorney's Office, and six years as a college lecturer, where he published several articles on management. He was also a partner at Harris, Guidi, Rosner & Mordecai, P.A., where he specialized in government and environmental issues.
Weinstein earned a Bachelor of Arts in political science from Hartwick College in New York, a Masters of Science in criminal justice from California State University and a Juris Doctorate from the University of Florida. He has also completed two years of Doctoral Studies at Florida State University.
He will be responsible for leading the city’s finance department and his salary will be $175.000.00
Director of Intergovernmental Affairs: Allison "Ali" Korman Shelton
Ali Korman Shelton is the vice president of governmental and public affairs for Stellar, an international mechanical, engineering and construction firm headquartered in Jacksonville, where she also directs brand development, public relations, strategic planning and government affairs. A graduate of Florida State University, Korman Shelton served the president of the Florida Senate, coordinating policy issues between the Senate president's office and all members of the Florida Senate and the House of Representatives.
During her tenure in the Senate president’s office, she was responsible for Jacksonville-related budget issues, as well as education and constitutional amendments. Prior to serving Senate President King, she held positions as senior cabinet & clemency aide to Florida's commissioner of education, and worked for the secretary of State of Florida. As director, she will lead the team that will represent the administration before the Jacksonville City Council, the state and federal elected officials and governmental agencies. Korman Shelton’s salary will be $130,000.
Director of Public Affairs: William S. "Bill" Spann
Bill Spann joined the Florida Office of Financial Regulation as chief of staff in November 2009, and has been a prime mover behind implementing many improvement initiatives. These include creating a strong communications department, a responsive public records function, a human relations management advisory position, flex-work policies and an overall culture of accountability and dignity for 450 employees in eight statewide offices.
Prior to his role at OFR, Spann served four years as president & chief executive officer of the Associated General Contractors of Greater Florida -- a trade association representing the commercial and general construction building industry -- with a territory covering 70 percent of Florida’s 67 counties.
Spann also served on Governor Jeb Bush’s executive leadership team as chief of staff for the Florida Department of Children & Families (DCF). During his three years at DCF, Spann rose quickly through the ranks, serving first as DCF’s communications director, then deputy chief of staff, and finally as chief of staff under DCF Secretary Lucy Hadi.
Spann retired from the United States Navy in May of 2003 having earned the rank of commander. His final duty station was as the director of communications for the United States Naval Academy in Annapolis, Maryland. While at the Academy, he also taught Ethics and Moral Decision Making for the Junior Officer.
He is experienced with major print and electronic media, including 60 Minutes, 60 Minutes II, Good Morning America, The Today Show, The Early Show, Nightline, all major daily newspapers and the Pentagon Press Corps. He has worked White House advance for two presidents, has prepared his CEO for White House and Pentagon briefings, congressional testimony, state legislative presentations and for editorial boards with Wall Street Journal and other major media outlets. Spann’s salary will be $92,500.
Director of Community Affairs: Dr. Charles E. Moreland
Dr. Charles Moreland is a native of Jacksonville and a 24-year veteran of the Jacksonville Fire and Rescue Department (JFRD). In 1990 at age 18, he joined the department and has held every civil service rank within JFRD from firefighter, engineer, lieutenant, captain, and district chief. Moreland served as a member of Jacksonville Fire and Rescue Hazardous Materials Team for more than 12 years, and also served as a member of the Honor Guard for 20 years.
Moreland’s leadership ability and strong work ethic led to his notable appointment by Mayor John Peyton as division chief of rescue in 2003; a first for any minority. In 2010, the Jacksonville native went on to achieve yet another first through his appointment as director/fire chief. At the age of 39, he became the youngest person to command the department since the city’s 1968 consolidation. Moreland is the second minority to hold the position of director/fire chief in JFRD history. Moreland currently is serving as co-chair of the mayor-elect’s transition team. Moreland’s salary will be $135,000.
