I-95/I-10 Operational Improvements Conceptual Plans

Metro Jacksonville shares the Florida Department of Transportation's (FDOT) conceptual plans for the widening of the Fuller Warren Bridge and the addition of a Roosevelt Boulevard flyover.

About The Project

About 250,000 vehicles pass through the I-95/I-10 interchange each day and that number is expected to increase to 290,000 vehicles per day by 2040.

During morning and afternoon peak times the number of vehicles using the interchange exceeds the interchange’s capacity causing congestion and delays.

In the late 1980s the interchange was designed to carry about 210,000 vehicles per day for the design year of 2015. Due to growth in Jacksonville exceeding the 1980s estimates, the interchange has reached capacity and therefore is unable to move traffic efficiently during peak times.

FDOT is evaluating various options to allow traffic to flow more freely through the interchange area; however, no decision has been made to advance any particular option to construction.


Options Under Consideration

All build options being considered will be compared to the no-build or existing condition. Each option (including the no-build) assumes the completion of the I-95 Overland Bridge replacement, now under construction. FDOT may choose to move ahead with all, some or none of the options described below.

The study may reveal other options to evaluate that have not yet been considered. Although tentative project funding has been identified for construction in Fiscal Year 2015/16; the funds may be spent on other transportation projects of statewide significance.

No-Build
 
Existing interchange lanes and alignment will remain and no modifications will occur.


I-10 Eastbound and I-95 Southbound crossing the Fuller Warren Bridge

Adding two southbound lanes to the Fuller Warren Bridge combined with striping and signing changes to better align lanes.The addition of the lanes is achieved with striping adjustments on the portions of the bridge over land avoiding impacts to the Riverside area and the Baptist Medical Center complex. However, the bridge will be widened over the St. Johns River with this alternative. No additional right-of-way is needed with this concept.


I-95 Northbound

I-95’s northbound lane from Philips Highway will be carried across the Fuller Warren Bridge by striping and sign adjustments. This lane currently ends prior to the Fuller Warren Bridge. This modification eliminates this lane drop improving traffic flow across the Fuller Warren Bridge into the I-95/I-10 interchange.


I-10 Westbound
 
Add an exit from I-10 westbound to Roosevelt Boulevard southbound on the right-hand side of the roadway. This allows I-95 northbound traffic (which enters I-10 westbound on the right side of the roadway) to stay right and exit right using the new right side exit to Roosevelt Boulevard or continue westbound on I-10. Traffic from I-95 southbound (which enters I-10 westbound on the left side of the roadway) will stay left using the existing left side exit to Roosevelt Boulevard or continue westbound on I-10. The addition of the new exit/fly-over eliminates lane changing for traffic destined for Roosevelt Boulevard and increases the capacity of the existing lanes. The only new construction and right-of-way needed for this alternative is at the I-10/Roosevelt Boulevard interchange.
