Solve the JTA Cryptogram

Advanced Cryptography is a required course when working towards your doctorate in JTA Bus Rideology.

This photo, taken June 25, 2007, shows a JTA Update sign posted at a bus stop at Market and 7th Streets in Springfield. It appears to be dated 4-3-06, which is over one year old.  

What is a potential bus rider to make of this sign? The new location line is blank, the rest is illegible, we think the move is marked as temporary, but the sign is over a year old.
